Dialog is vital in a democracy, and civil dialog is vital to effective participation.
To achieve civility, there must be controls, limits, and consequences to speech in the forums that both encourage dialog and alert readers. With controls, participation is a productive experience for those interested and discouraging for those focused on disruption.
